I. Who we are
The International Commercial and Defense League is a CyberNations alliance committed to not only protecting its members, but helping them thrive economically. The backbone of all nations is how they acquire funds and how efficiently they use them. We make it our job to help our members thrive. ICDL is a non-color specific alliance, dedicated to the welfare of all nations, regardless of team color.
II. Government Structure
At the head of the Government is the Administrator. He is responsible for all matters concerning the High Bureau and any matter not accounted for by any other governmental position. The position is permanent and is only lost should he step down.
The rest of the High Bureau is made up of two Consuls. These consuls are both elected positions. Anyone can vote for these spots, and anyone can run. Only, be sure to understand the committment involved if you do indeed wish to run for this position. To run for consul, see the Candidacy Form, on the alliance forum.
Together, the Administrator and two Consuls make up the High Bureau. The High Bureau is responsible for deciding on people being dismissed, or accepted into the alliance. A 2/3 vote is needed to accept or dismiss anyone from the alliance. All votes are done on the forum, and are a matter of public record. The High Bureau is also responsible for settling disputes between alliance members, and anything not falling under the job description of government officers goes to the HB for a 2/3 vote. The term of a consul is three months.

In addition to the High Bureau, two senators will also be elected. The Senators will work with the High Bureau on all matters concerning the addition/subtraction/amendment of all laws of the alliance. Laws are ratified by a 3/5 vote among the HB and Senate. This group is also responsible for official war declarations. All war declarations must, in addition to a 4/5 vote, must gain the majority vote of all members. The term for a senator is two months.
OTHER ELECTED GOVERNMENT POSITIONS:
Ambassador to foreign Alliances:
This person is responsible for forming and keeping good relations with fellow alliances. We are not an aggressive alliance, and will only wage war if either attacked first by another alliance, a full member vote is in favor of, and a 4/5 HB+Senate vote approves such action.
Press Release:
This Government position is elected and is responsible for preparing public comments and public releases, both within the alliance and on the CN Forum.
Treasurer:
The treasurer makes sure we have enough funds in the alliance’s bank. Economic stability is a must for a growing alliance. The treasurer is also responsible for keeping track of who has and hasn’t received new player packages. The treasurer also keeps track of loans and when they’re due back.
These positions will be held by the same person until voted out by a majority member vote, and a 3/5 HB+Senate vote. At this time, candidacy can begin for these positions, while in the interim, the Administrator appoints a fill-in placeholder.
Anyone can run for office. A candidacy registration form can be found on the ICDL forum.
III. For Joining:
All those who join ICDL whose total nation strength is under 1000, will receive $10,000 upon joining. If your nation is under 500 strength, it will receive $20,000 and ten soldiers. The treasurer is responsible for administering new player packages. They need only be repaid if you ever leave the alliance.
IV. Other Rules:
1. We remain Neutral until attacked first.
2. If you’ve been attacked by someone nonaffiliated, and need help, the treasury will review the situation, and possibly contribute funds to your defense effort.
3. Severe penalties incur for those who “go rogue” and attack either another nation, affiliated or not, for no reason. The penalty will fit the crime, but it could include suspension/expulsion. The HB will hold a hearing for those who break the rules in which the accused may have a fair chance at defense.
4. Any member may ask for a loan from the treasury. All loans are interest-free for one month. After that, an 8% interest is applied, per month late repaying.
5. If you, at any time, wish to leave the ICDL, please post a thread saying that you are leaving, and why. We believe that those who believe they are not best suited for our alliance should have the right to leave without offensive recourse should they wish to do so.
6. We do not allow for members to be simultaniously involved in other alliances and the ICDL at the same time, as this can be viewed as a conflict of intrest.
7. All other matters not expressed in this constitution are open to both a HB vote and a majority member vote. If the two do not both approve, the law shall cease to pass. Anyone can make a petition for a law change, and the HB+Senate allow it to go to majority member vote.
8. The ICDL has no problem with the research and possession of nuclear weapons for national defense. If you are nuclear capable, please PM the admin to let him know so he can make the distincion under the alliance roster.
V. Admission:
To join ICDL, you must fill out the simple membership form at the top of the page. All we ask is that you declare peace with anyone you’re currently at war with, especially if you are the aggressor, before joining. As mentioned above, new player packages are included with your membership in our alliance.
